No, you want the same tension on the studs. Some Ally nuts are not very durable though and you want to make doubly sure that the threads are clean and that you start them by hand to avoid any cross threading problem. The thin cylindrical ones that use an internal hex key are prone to snapping.

As long as they're not so tight that when you get a puncture in between motorway junctions and its pissing down with rain, you can't get them undone even when standing on the bar. Not the official figure as you asked, but this has worked for me.
